Aloe Vera—as mentioned above, aloe vera can help with soothing inflamed, irritated skin while offering a cooling effect to calm red skin. Try to steer clear of aloe vera gels which often have alcohol and other harsh and drying ingredients added to it. Just break off a piece of the plant and rub it right on your lips. 

Elimination Diet

Carrying out an elimination diet under a physician's supervision can help you determine what might be causing your eczema on lips to flare up.
